Appear to be partial dates or very weak full dates to 1925 The balance including the 31 S with solid full dates Appears to be a very near full horn on the 31 S. Just a little hard to see under the plastic. No other mint marks except the 38 D. Being reoffered it was buried in a box In earlier times may just collected by year not mint marked Soory was unable to locate last time
